Responding to a question from Interfax-AFI about the possibility of commercial medical institutions entering the compulsory medical insurance system, the general director of CLINICA + 31 medical center Irina Seliverstova explained that clinics that do not have budget funding may be interested in including medical insurance in the compulsory medical insurance system after the transition to single-channel financing. “At present, the amount of financing per insured person in compulsory medical insurance is about 7.6 thousand rubles per year. The voluntary medical insurance policy for the same period will cost the buyer 48–50 thousand rubles, ”the head of the medical institution explained.
She believes that, on the one hand, in connection with the transition to single-channel financing, the amount of budget funds per one insured may increase by 2015, in addition, it will be necessary to raise the question of co-financing treatment for compulsory medical insurance in commercial clinics at the expense of insurance companies or patients themselves. But this is a matter of future legislative regulation, I. Seliverstova believes.
She added that currently, commercial medical centers operate on the principles of economic efficiency.
“According to medical legislation, at present, a commercial medical institution included in the compulsory medical insurance system compensates only for a part of the expenses incurred. Compensation of expenses for capital repairs and depreciation of expensive equipment from budget funds is not provided for in the compulsory medical insurance, ”I. Seliverstova said.
